 Rare Earth Minerals in Estonia?

The Baltic nation of Estonia is often portrayed as a strategic liability to the United States, yet in reality, its economic importance to the West far outweighs its small geographic footprint

In my previous article, I explored the monumental role which Romania’s hydrocarbon industry could play in the cultivation of an energy-independent Europe—not because of its scale, but rather because of its situational and geographic advantages. For the Baltic nation of Estonia, the same tenet of location over scale holds true once more—this time in the sector of rare earth minerals (REE’s), whose growing importance to an increasingly-automated global economy cannot be overstated.

Rare earths are used in everything from computers to semiconductors to the AI data centers that have captivated many Americans in recent years. However, the importance of rare earth minerals is just as much a matter of international strategy as it is of technological innovation, in large part because the overwhelmingly largest supplier of rare earths to the global economy (including to the United States) is China. In 2026, China accounts for the mining of roughly 70% of all rare earths and—more importantly—over 90% of their refining, separation, and processing.

As it so happens, the United States is in a race to build new advanced computing technologies against none other than their Chinese rare earth suppliers. If Europe’s troubling memory of energy dependency upon Russia were to tell us anything, it’s that Washington may bode well to circumvent China’s rare earth dominance, especially in the event of a protracted confrontation in the Indo-Pacific.

In an effort to decrease its dependency on Chinese rare earths, the United States has created the Pax Silica alliance with other major rare earth producers, miners, processors, and consumers like Australia, Argentina, and Japan to create a secondary supply network.

While these big-name and big-volume producers are the ones which garner the most attention when discussing future American critical mineral partners, the United States will not be able to offset Chinese dominance without numerous new partners, many of whose small output hardly reflects strategic importance. In other words, 5% means more now than ever before, because each percentage point is one less which China can hold hostage against the United States.


The European Sleeper…

Estonia falls into that critical category of “small rare earths supplier” that the United States and Europe need to bolster. While Estonia is one of Europe’s smallest and easternmost nations, its opportune location along the eastern shores of the Baltic Sea has afforded the country with the largest deposits of shale oil on the continent. When this resource is extracted from the ground, numerous trace amounts of minerals—including rare earth elements— are left exposed within large “waste” piles on the surface. After over a century, billions of tons of shale oil have been extracted within Estonia’s territorial boundaries, leaving untold amounts of rare earths on the surface that modern refining and processing technologies are rapidly gaining the capability to extract.

While an unorthodox approach to rare mineral extraction compared to the direct-mining approach utilized in countries like the Democratic Republic of the Congo, the strategy of surface extraction remains economically attractive because it is vastly cheaper—the prize is already is not below ground, after all. Estonia’s shale oil deposits already hold large amounts of minerals like vanadium, scandium, uranium, zinc, and manganese, which are used in everything from the production of F-35 fighter jets to the construction of nuclear power plants and are very rare outside of China.

Estonia also holds Europe’s largest deposits of phosphorite, a compound containing similarly-valuable rare earth minerals. However, extraction of phosphorite has become taboo within Estonian society since its independence from the USSR, since Moscow’s exploitation of these resources through large-scale mining in the 20th century triggered a severe economic and environmental crisis within the country. What followed was the “Phosphorite War,” a series of protests which would in many ways contribute to Estonia’s push for secession from the Soviet Union in 1991.


Currently, Estonia’s rare earth mineral industry is primarily speculative when it comes to sheer production, mining, and extraction. Yet, after over a century of experience in the industry of phosphorite and shale oil extraction, the country has developed something even more valuable: the capacity to refine rare earth minerals. The Americans may be able to find a number of countries beyond China who can mine rare earths, but since China refines close to 90% of all crude minerals into industrially-applicable products globally, filling in this jarring gap of dependency becomes both more urgent and more difficult. For the Americans and Europeans, Estonia is one of the few places anywhere that can do so substantially.

Today, the small country of Estonia is the 4th largest supplier of refined rare earth minerals to the United States, accounting for roughly 5% of imports and trailing behind the much larger suppliers of China, Malaysia, and Japan. For Washington, this makes Tallin its most important rare-earth partner in all of Europe, quite a status considering Estonia’s small size. In major European economies like Germany, France, and Great Britain, a relatively comparable proportion of rare earths are exported from Estonia, with the added convenience of geographic proximity.

When observing the world of rare earth minerals from a distance, a 5% share may sound insignificant, but when logistical bottlenecks in some of the world’s most coveted resources are created, cataclysmic price swings can occur. If 5% of American imports of certain rare earth minerals were to be halted, for instance, prices could rise anywhere between 50% and 300%. Of course, that doesn't include the consequences for time-sensitive military supply chains: if the United States doesn’t have select resources when it needs them most, military production at a time of crisis could very well come to a complete halt.

Estonia’s critical role in US critical minerals stems from its Canadian-owned Silmet facility in Sillamae, Estonia, the only commercial-scale critical mineral extraction and separation facility in all of Europe and one of the few globally outside of China. Developed upon the foundations of Estonia’s historic role as a phosphorite and shale oil producer, Silmet can take crude amounts of rare earth minerals and refine them into atomically-heavyweight oxides and rare-earth compounds whose value lies not only in natural rarity, but also in their sheer difficulty to produce.

Silmet’s parent company Neo Performance Materials has expanded its operations at Sillamae through the construction of an industrial-scale rare earths magnet production facility in nearby Narva, Estonia, which will be the first facility of its kind in Europe and one of the very few located outside of China. The magnets produced by Neo in Narva have their foundations in the rare-earth mineral Neodymium, which is critical to the construction of electric vehicle motors, agricultural equipment, wind turbines, and micro electrics crucial to advanced computing.

Where Estonia’s mineral extraction capabilities are prospective, its refining capabilities are among the most well-established in the world. In scale, its refining capacity could never rival that of China or another super-producer, but in a fragmented world, what matters more than scale is location, alignment, and sustainability. For Europe to have such a partner within arm’s reach rather than half a world away is nothing short of transformative, especially if supply lines to East Asia were to become compromised by armed conflict or political tension.


Why Estonia Can’t be Ignored:

The European Union’s increasingly precarious global outlook has prompted the organization to encourage the home-grown production and cultivation of resources like oil and rare earths among its own member states. As a growing producer and an already-strong refiner of rare earths, Estonia is positioning itself to adopt an increasingly central role within European resource politics—not only as a producer, but also as a major hub for the refining of imported minerals into industrially-applicable products for European and North American markets.

Since rare-earths are so ingrained within both Europe and America’s military industrial complex, Estonia and its history as a defense-conscious neighbor of Russia within the NATO alliance could lend itself to new opportunities for arms production within Estonia itself, especially as Europe works to increase home-grown defense production capabilities in aerospace, drone technology, and cyber warfare.

For the United States, Estonia’s critical role in the refining of rare earths also challenges a longstanding belief that NATO’s small, easternmost member states serve more as strategic liabilities than they do as crucial and advantageous partners.

When the United States has wavered in its commitment to NATO, it has seen the defense of far-off countries like Estonia to a revanchist Russian state as a “weak link” in its willingness to uphold Article Five’s tenet of collective security. Just as Taiwan’s crucial role in the production of semiconductors has prompted Washington to make the island’s security a top priority where it otherwise may have not been, so too could Estonia’s growing role in the world of critical minerals precipitate a greater American concern for the security of NATO’s eastern flank.

As a critical supplier of rare earths to the United States, Estonia and its Baltic neighbors are not a “liability” to Washington. They are partners crucial to the economic stability of America and to the country’s efforts at offsetting Chinese mineral dominance. Within Europe, Estonia and its neighbors also set a high bar for multilateral accountability in the realm of European GDP defense expenditures, assisting the United States in its stated desire at creating a European security ecosystem that is less dependent upon American military and monetary subsidization.


When an American thinks of those countries who may be crucial in its struggle in halting China’s rapid emergence in the Indo-Pacific, places like Japan, India, or the Philippines may come to mind. While on the other side of the globe, Estonia may in fact be one of these countries. Despite its size, no other country in Europe is both assisting Washington in its efforts to secure new supplies of rare earth minerals and to create a more militarily self-sufficient Europe that could allow for the United States to harmoniously pivot more resources towards the Indo-Pacific without exposing Europe to security threats to is unprepared to confront.
